VerifiedThere is nothing wrong with an engineer drafting plans. But they must be competently drafted and he must take into account the council building code when he is drafting the plans. If the plans are as defective as you describe, then he has to get the plans right, at his expense.
In any event you must discuss this with the engineer and tell him he must explain why this isn't adequate
