if a tenat is responsible for accidently causeing a fire in their flat
are they liable to pay the excess amount charged by thier landlords insurance co.

The tenant is liable for the whole amount, and must pay the excess to the lanlord, and reimburse the insurance company for the claim they pay to the landlord. If the tenant doesnt have their own insuyrance then that is hard, but they cannot escape liability
