Where you have no confidence in a tradesman completing the job to a satisfactory state then you would be entitled to cancel his contract. This is covered under the Consumer Guarantees Act, and the Contractual Remedies Act where you can cancel a contract for a serious breach. If the work was as bad as you describe then you are entitled to say he cannot return, and that the costs of remedial work may exceed any money he is owed, but that in any event the work was of such poor quality you decline to pay for that work. If he takes you to the Tribunal, then you should get another painter to report on the job to date, and give quotes for remedial work and the costs to complete, and cross claim for those.
