From your description they would be entitled to cancel this contract and demand their money back under the Consumer Guarantees Act. If the dealer doesn't agree, then there is a special tribunal which is set up to deal with this called the Motor Vehicle Disputes Tribunal. this can be found here. http://www.justice.govt.nz/tribunals/motor-vehicle-disputes-tribunal
I would suggest they tell the dealer he must return their money and take the car back, and cite the Act. Tell the dealer if he doesn't then the Tribunal will certainly do so. You don't need a lawyer at the Tribunal and it's pretty straightforward
