Chris The Lawyer : Did you buy this from the builder? Did you have a contract for him to construct the house? If those are the position you can require him to fix the problem, or pay for repairs. Even if you didn't buy from him, he still owes a duty of care, and is responsible. He is foolish not helping because it is always best for the builder to fax this, and another builder will cost him more.

We bought it from the builder already built but it was not quite finished ( he built it for himself but needed to sell in the end) but he did finish it all and got code of complyens! Sorry our internet connection is poor tonight
