They should have obtained a building permit for this area of land, and made provision for the rainwater and other waste. You should go to the council and complain about the lack of proper drainage and the coverage of concrete, and the neighbour may be forced to remove some of the concrete. They are in any event liable for any damage caused by the run off of water.
