So if you think the information is incorrect because there was a dispute and then you paid, you can complain to the Privacy Commissioner

But i did owe the debt? The issue is I was never made aware I owed them any money until 4yrs later and then they could not locate me so lodged me in baycorp? If i had of been told i owed them money 4yrs ago i would have paid it then and the debt would not have ever gone to baycorp and would not be against my name. The company which lodged it will baycorp told them it was fine to remove it form my name but baycorp refused to do so. Because of this companies inability to contact me as soon as payment became outstanding and waited 4yrs I now have a cross on my credit record. Are they allowed to do this?

Then you need to contact the Privacy Commissioner and complain that they hold the record but that it is incorrect. The Privacy Commissioner is a free service and should be able to help you
