Are her debts over $40,000? If so she may qualify for the no asset procedure which will wipe the debt and enable her to make a fresh start, by writing off the debt. However this will affect her ability to obtain credit cards again for a period (which you may think is a good idea) There is a good website about this at http://www.insolvency.govt.nz/cms/personal-insolvency/what-is-the-no-asset-procedure

The no asset procedure could be useful for her, especially if she is not working. Otherwise the credit card companies will just keep adding on the high interest.
