If she is in Japan it would be difficult to sue her, as the Japanese courts are reluctant to get involved with foreign claims. It would be possible to sue her in New Zealand for wrongful interference with a contract, and you may have a good case for this.

The contact issue is also hard with her in Japan. Again you can get court orders as to contact in a New Zealand Court, but enforcement in Japan is difficult.

Japan is not a signatory to the Hague Convention on international child abduction, which may make enforcement of New Zealand Family Court orders difficult.
