My mother of 84 years is experiencing frequent dizzy spells

Good evening. My mother of 84 years young is experiencing frequent dizzy spells and lost of balance. She has had a CAT scan performed and is awaiting an appointment. According to her family doctor, there is no lumps or build-up in either ear but he wishes her to see a neurologist. I'm wondering if she may not have vertigo. Can a neurologist diagnose vertigo?
