You should not be concerned about the tingling in his feet if this just started with his new job, he is on his feet for long stretches, and the tingling goes away after resuming activity. This is most likely the result of rapid changes in the blood supply to the legs and chemical environment of the muscles when he stops the muscular contractions required while on his feet walking around. There is a recovery period required in muscles when going from demanding use to rest,and vice versa. This might be mitigated somewhat by stretching slowly and thoroughly every day prior to work, and by drinking lots of water.
As for the foot turning out, this could be a sign of tibial torsion or femoral anteversion, two fairly common, usually congenital, abnormalities of one or both legs. While most kids adjust well to these types of abnormalities, they can lead to accelerated osteoarthritis of the joints of the legs and lower spine over time. This can make running quite uncomfortable, even as a young adult.
I would suggest you have him see his family doctor and ask for x-rays of the lumbar spine and a referral to an orthopedic specialist. A good physical therapist who specializes in sports medicine would be a reasonable alternative to get the ball rolling on this type of work up.
Surgery is usually not the best option for adults, though each case has to be evaluated on its own merits. In older children, tibial torsion is often corrected via osteotomy which is a surgically-induced fracture that allows the surgeon to rotate and pin the bones in a more anatomical position. Recovery time is about 6-8 weeks in a cast. Similarly, the surgical treatment for femoral anteversion or retroversion is called a femoral derotation osteotomy. The orthopaedic surgeon intentionally cuts the femur, rotates it, and then fixes it in a more correct anatomical position. This can take 3-6 months to heal completely.
Whether either of these surgeries would be appropriate in your son's case would depend on what's causing his outward toeing, how severe it is, his general overall health and other factors. If you consult with an orthopedist he or she can provide a much more detailed response regarding therapy vs surgical options, potential complications, post-op course, etc.
