Verifiedwell, it could be the discs causing this but the sudden onset of pain which was in the shoulder, maybe neck and arm, and radiating to the chest (like a heart attack) plus loss of muscle in the hand is suggestive of PARSONAGE-TURNER SYNDROME which affects brachial plexus.
the numbness in your toes is probably due to peripheral neuropathy but if you have degenerative disc disease in the neck, you may also have bulging discs in the lower back and this causes numbness in your feet.
