Well, what your MRI shows is essentially mild arthritic changes -- and that "annular tear" is just a tear in the covering of the disc.
These type of tears can be the cause of back pain and muscle spasms -- but your MRI does not show a herniated disc which is large enough to be putting pressure on the nerves which would cause the pain that radiates down the legs.
They specifically say there is no L5 nerve root impingement, which is important, because pressure on that nerve would cause pain that radiates down the leg and cause the symptoms of numbness and tingling as well.
The important thing about this is that there is no surgical procedure which would help you here, because there is nothing to decompress. So, the nerves could be irritated, and could benefit from something like epidural steroid injections. You can discuss that with your doctors.
