It sounds like you have a bad starter solenoid, or, in less likely case a shorted wiring
You can remove the solenoid and bench test it, or check for continuity between the starter motor and battery posts on the solenoid with the battery off the bike. If there is no resistance (and full continuity) between the posts - its the bad solenoid.

Thank you for your response.
You can set the voltmeter to OHM setting for continuity test. The starter solenoid (aka starter relay) is located under the seat, it also holds a main fuse in it (see pic). There are 2 larger gauge wires coming into it, one from the battery and one all the way from starter motor. We need to check the continuity between those two wires.
