Hello, you will need to adjust the shift linkage. To do this first remove the linkage from the foot control, then manually move the linkage until the neutral light is on (engine off) Then with the foot control where you want it do the following;

1. Loosen locknuts. Adjust rod as necessary and connect loose end of shifter rod.
2. Tighten locknuts to 80-120 in-lbs.
Note: internal transmission components allow no other adjustments to the shifter assembly.

If there is not enough adjustment you made need a custom length linkage.

When i got neutral and then tried to move up through gears its still no finding all gears

Is this even with the foot control unhooked? Also I'm assuming you mounted forward controls is that correct?

if you are just hand shifting, the transmission will not change gears.

the gears must be moving/spinning.

- lift the rear wheel off the ground.

- move the rear wheel back and forth while you shift through the gears.
