I have a XVS1300 Yamaha. 7000km. has been un-used few

I have a XVS1300 Yamaha. 7000km. has been un-used for a few months.
The tank fuel is over 12 months old and over half full.
I start the bike every month.
Last start it ran rough and backfired a bit during start up does not want to run when you tap on it stalls?

The fuel will go stale over time. Best thing to do is to drain the tank and put fresh gas in. If you intend to store the bike, add fuel stabilizer (Sta-Bil) to the fuel in the tank. This will keep the fuel fresh longer and prevent this type of problem.
