If the number is ***** in front of your legs where the plasticcover was then it will be on the steering neck.

I took the bike apart from the front to where you rest your feet and It's not on the neck on the left or the right . I removed the head light . It's not there or visible .

It should be stuck on the frame and hard to see.
Normally you look through the small slot in the plastic to see it.

It's not on the steering neck left or right not on the slot plastic

Your vin was likely a metalized sticker and has either been removed or has fallen off at some point.
You may have to ask the DMV or motor vehicle agency to assign it a new vin so you can
register the scooter. The number is ***** to be under that plastic slot cover
and stuck to the frame. That is about all you can do unless you can find the
last owner somehow and get the numbers from them.

Ok thanks i will contact the dmv and they will send me to CHP let's see

The only way to use the scooter is if you get a new VIN issued
for it or find out who owned it before which can be impossible
sometimes. Should be no problem if you can get a bill of sale
or receipt from the recyclers.

Hahaha that what I did and 4 that reason they sending me to verification at the DMV and they going to look 4 the Vin # ***** before I go to them I wanted to find the #

Not much else you can do if the number has been removed.
I guess you could try to find a frame with the numbers
still attached otherwise you are stuck with the DMV.

I have the bin number, I just need to locate it . Honestly Im thinking of trying to mark it myself on the plastic slot with some machine if I don't find it .

If you have the vin number on the bill of sale and insurance
they should register it. Did they ask to see your bike
in person? I register my bikes with a bill of sale
from the seller with the the vin number on it and then
I show my insurance and that's it. Maybe your situation
is different in some way?
The VIN should be 17 digits with numbers like
