I have a 96 CBR f3. I took the carbs off and cleaned them

I have a 96 CBR f3. I took the carbs off and cleaned them (opened up the float bowls, checked the neddle valves and sprayed out the jets with carb cleaner).
Looked at spark plugs and everything looks good.
It's a gravity feed bike. No fuel pump or filter.
I put about 100 miles on the bike with no issues, then all of a sudden while I was riding, the bike lost power.
It would not rev over 4500 rpm with full throttle. I limped home.
I figured since it doesn't have a filter maybe some crude built up in the carbs again.
So I took them back off, but couldn't find anything.
Put them back on and now it seems worse.
The bike won't even run without the choke all the way on.
Got plenty of spark and the plugs still look good...
Any suggestions?

Have you checked to see if all the pipes or cylinders are about the same heat after running a bit?Has the fuel line to the carbs been checked for full flow from the tank? --
