I replacer the starter clutch in my 02 V Star and when putting

I replacer the starter clutch in my 02 V Star and when putting it back together I noticed that the tensioner rail on the cam chain is loose and can be moved up and down about 1/2 inch. is this normal.

The chain tis tight. but the rail slides up and down the chain. it seems as though nothing is holding it in place.

The part is called a GUIDE, STOPPER 1, part #(###) ###-#### ***** jiggles around a lot. and moves up and down the chain.

That part is just a floating part. The other guide stopper is the one that has all the tension on it and it's bolted to a bracket on one end.
It wouldn't have any up and down motion but the #1 stopper would just a little.
