I have a 1987 Honda at 4x4 starter spins but doesn't turn over the motor an when I kick start it does the same, congestion release is not letting the motor turn

You have two separate problems. First the starter motor drive. The most likely source of the problem is with a broken tooth on one of the starter reduction gears. They a part #10, 13 on this parts diagram: http://fiche.worldofpowersports.com/wps/showmodel.asp?Type=13&make=hondaatv&a=38&b=10&c=0&d=-CRANKCASE-COVER---LEFTIf good then the problem is with the oneway starter sprag clutch behind the alternator rotor.

The problem with the kickstarter is inside the right engine cover. Look for broken,damaged parts on the kickstart drive gears #1,2,8,4 on this diagram: http://fiche.worldofpowersports.com/wps/showmodel.asp?Type=13&make=hondaatv&a=38&b=17&c=0&d=-KICK-STARTER
