Hello and welcome to JustAnswer!

There are quite a few things that can prevent the turn signals from working and it will require some testing to determine exactly what is going on. The problem is most likely either bulbs, connections, or wiring if the front turn signals work correctly.

Has anything been done to try to diagnose the problem?

The front hazards work, but the rear hazards do not. The turn signals do not work at all

When I turn on my car the hazards turn on and I can't turn them off. I have to remove the turn signal fuse to get them to turn off

No. They were not working before I removed the flasher

I have 4 wires flashing coming out of the flasher. I would say it works

I didn't mention the flasher, I recommended replacing the hazard switch.

But with a used part. It is not a known good part unless you saw the lights working correctly on the vehicle it came out of, which you said you did not.

A new switch would be best unless you can verify that the lights work on the vehicle it comes out of.

I tried a 3rd with the same result. The battery was dead so I could not verify they work
