On the 2000 Galant the fuel pump relay is located in the under hood relay box beside the battery.
It's exact location is illustrated in the diagram below:

my car locked up and died while i was driving, i replaced all 4 spark plugs and fuel pump. my last guess is the relays because i can not hear fuel pump turn on when key is turned. Is there a way to test relays before i replace them?

The fuel pump relay can be swapped with several of the other relays in the same relay box, just pull it out and replace it with one of the others.

The odds of the relay failing are not too great, however this will be an easy way to test it.

if its not the relay, then what else may cause the fuel pump to quit or not turn on?

Are you certain the fuel pump is not coming on, or are we just assuming that is the case? Have you pulled a spark plug and confirmed it is totally dry after cranking, or pulled the fuel line off and verified no pressure?

Does the engine rotate but not start when the key is turned?

spark plugs are fine. im not sure where the fuel line goes into the injector to check for pressure but ive tried starting with starter fluid and no results. engine does rotate but doesn't start.

Are the spark plugs wet on removal or no?
Does the engine sound different when cranking than normal?

spark plugs have sum oil on them and engine does sound different than normal.

Are you able to remove the upper timing cover for an inspection? On the four cylinder engine it is held on by four bolts, 12mm and 10mm in size. Once the four bolts are removed, pull the cover up and off and have someone crank the engine while you watch the belt to see if it rotates.

i am unable to do this at the moment due to work schedule but i am more than willing to pay the deposit ive made, however is there any way to continue this conversation tomorow?

I am suspecting at this point that the timing belt has either stripped or possibly jumped time. When this occurs the engine will sound different when cranking, and it regularly breaks the crank sensor in the process... when the crank sensor is broken, the fuel pump will not run anymore either (it relies on RPM signal to activate).

When you are able check out the belt rotation. If it is OK we will want to check alignment next, but we'll get into that when we need to.
