Can you sue members of senate or congress when they know there are illegal things going on to soldiers and at a base yet continue to do nothing about it?

No Debbie, unfortunately, members of Congress are immune from civil suit over the performance of their job. U.S. CONST. art. I, § 6, cl. 1 provides that "for any Speech or Debate in either House, [Senators or Representatives] shall not be questioned in any other Place."
