Generally no. Where we have seen this sort of thing being requested by "service members" it is just another version of a scam that is taking place over social media sites to get money out of people. The military has its own mailing system and anything that a soldier is legally allowed to have can be shipped through it for free. So, you are either being scammed or you are being asked to participate in an illegal activity. Either way, avoid.
