Would really like some advice with how to have an Access or

SharePoint 2013 query where I...
would really like some advice with how to have an Access or SharePoint 2013 query where I have the following project details - start date number of weeks to complete and % of effort required
I would then like to have this information populated in actual hours across the number of weeks from the start date
Example
Start date 01/01/2016 Number of weeks to complete = 10 weeks % of effort = 30%
01/01/16 = 1 1/2 dpw
08/01/16 = 1 1/2 dpw
15/01/16 = 1 1/2 dpw, so on for each week of the 10 weeks up to 02/03/16
I would also like to include another criteria also, where there is a lag to start date or effort occurs 4 weeks out from end date -
Example from the above - start date is 01/01/2016
duration is 10 weeks
end date is 02/03/2016
Effort is 10% for 4 weeks = 2 weeks at start and 2 weeks before end date.....
01/01/2016 = 1/2 dpw
08/01/2016 = 1/2 dpw
17/02/2016 = 1/2 dpw
24/02/2016 = 1/2 dpw
Would greatly appreciate any expert assistance with this one.

Hi, understand my question is not so simple, however your site has directed me to a free week trial before paying a monthly charge to have my questions answered within 30mins and alerting me to the fact an expert had been assigned to my question.......That's been over 8hrs ago with no further response in answering my initial question.......So when can I expect my initial question to be answered and what criteria makes up the $60+ for a 30min response???????
