I can see you are a first time user to the site. What we do here is either a question and answer type of conversation or remote support where I would actually connect to the computer and have a look and attempt to fix the problem for you.

can you instead of double clicking the Excel icon, right click it and select Run as Administrator then try to activate it please.

Am installing Office 2013 on newLapTop, using Windows 7 Pro. Am online via separate PC. Using common modem.I will attempt your suggestion on the LapTop.

If the laptop has no internet, that is why activation is failing

It has to have internet to activate

How are you connecting it to the internet?
