I operate windows 8.1 on a Dell Inspiron All-in-one and the software shows as Licenced and Activated. Why don't I see the Windows 10 Upgrade icon on my task bar?

The Windows 10 icon on the task bar is basically a shortcut to the upgrade process via Windows Update.
Please start Windows Update and click the "Check for Updates" button. Check if Windows 10 upgrade will be offered to downloaded.
