I followed your instructions to the letter and after the second reboot I still got an error message.

I'm sorry, let's let's the cleanup tool again to remove all the .net framework programs, then restart the computer, then download/install the 1.1 version only, then check:

The installation process for .NET may seem to stall at times. Do not interrupt the installation.
