Are you attempting to reinstall the product? If so, are you using installation disks for the same product?

Dell computer so it is on a partioned hard drive. the sticker for the product code is on the top of the desktop

Ok. Does the product key you are referring to say OFFICE? Typically only the windows operating system product keys are printed directly on the machine.

Ok. So that is the product key for Windows, and will not work for Microsoft Office since it is a different product. You will need to locate the correct 25 character product key for Office. Some typical locations for these keys would be:
a. Inside the retail Office 2003 box (if you bought Office from a retail store)
b. Inside an e-mail from the online website where you purchased Office
c. A sticker on the outside of the CD case
d. Microsoft Product Identifier Card
