How can I get page breaks to show up in Draft Mode in Word

How can I get page breaks to show up in Draft Mode in Word 2007. When I enter a page break, it is there, but it's invisible. I need them to be visible as they were in Word 2003. Even worse, I see that SOME of the page breaks are shown, but most are not shown. I hope MS did not remove this feature!

On the home tab please click the paragraph symbol button, and you will be able to see all page breaks on the draft mode:

Yes, I realize I can see the page breaks this way, but that's not what I need. Most of the time it's distracting to edit in this mode. I need to see just the page breaks and not the other formatting stuff, just like Word 2003 works. Surely there's some way??
