The lights on the dash come ona and i can here the fuel pump running.the starter won’t turn over

yes.the relays prongs should be numbered 1,2,3,5. you had 11.83 volts in the slot where prong three goes, correct?

I tried with the switch off no sound

if you ran a wire from 3 to 5 and the starter didn't crank, then either the wire to the starter solenoid isn't connected or the wire from the relay to the solenoid is broken or the starter is bad.

I put a starter on it today but it was used

check to see if the solenoid wire at the starter has 12 volts to it with the relay jumpered.

then you have an open wire between the relay and the starter solenoid.

The motor turns over outside but not by the key inside

so it cranks with the relay jumpered from 30 to 87?

Remove the relay and do what

if the security light is going out then its not anti theft....while someone holds the key in start, check for voltage in slot 86
