I have a 2002 Mercury Grand Marquis keeps blowing #16 fuse.

I have a 2002 Mercury Grand Marquis keeps blowing #16 fuse. No turn signals & nothing from the air/heat/defrost control panel(nothing lights up at all) when I replace the fuse the control panel does light up then the fuse blows right away

Does the fuse blow as soon as you put it in or do you turn on or operate something and hear it blow? Like hitting brake? This fuse goes to 14 different components in the car and may be very difficult to isolate unless you know what you operate to blow the fuse? Also make sure to use a 15amp fuse.
