Dose the steering get easier to turn if you run the engine RPM up a little?

It used to be smooth as silk turning on parking and get a bit hard with more speed now is just hard

In most cases if you have lost assist and it dose not get any better raising the RPM this in most cases means the power steering pump has failed. Since you have already changed the fluid with no improvement I would suspect that is what you have going on here.
