I had a collision and my driver's side mirror hit a large traffic cone. It knocked the mirror out of the housing and killed a lot of my driver's side lights (left mirror turn signal, left license plate, left reverse light.) Are these lights blown or could it be a fuse?

I suspect that the mirror wiring harness has been shorted out. All of the lights are electronically fused by front SAM module. Once the wiring is restored - the SAM should self-reset all of the lighs once the short-circuits are repaired.
