There are many things that can cause a loss of power. It could be a fuel delivery issue such as a restricted fuel filter, failing high pressure pump or a restricted inlet filter on the pickup in the tank, it could be a sensor signal issue, the turbo or actuator, it may be a swirl valve actuator issue, or possibly an injector issue.

The first step in diagnosing the problem will be to check for fault codes. Most issues that will cause a loss of power, especially if power is being derated intentionally, will set a fault code and that will give a starting point for testing.
