I have a 2008 smart car for two and it started smoking really bad and has no power could a stuck PCV valve make that happen or what

Hi there,
A stuck pcv valve in the wide open position does not contribute enough airflow to allow the car to start smoking badly.
And it will not limit the power of the engine.
I would say that you have a major engine problem.
