Hi, welcome to Just Answer. My name is***** there is a return spring under the dash on the accelerator pedal. What usually happens is that the ball sockets on the throttle linkage under the hood get dry and start binding. You should remove the air cleaner and disconnect each piece of linkage and use some white lube or grease or even motor oil to lubricate each ball socket. Also lubricate each pivot point with a drop or two of oil. If you lubricate all of the linkages and pivot points and make sure that the spring is connected to the pedal you should solve the problem.
