Why wouldn't a doctor, that has diagnosed a patient with a mental health disorder, write a letter prescribing a registered emotional support dog? (When those types of therapy dogs don't necessarily require specific training)

Hello, could you please share with me what your doctor has diagnosed you with? Is he a psychiatrist? To get an emotional support dog a person must be evaluated by a PSYCHIATRIST and recommended for the ESD. Also, the persons mental health disorder must significantly impair their ability to function.
