They are for all mental health services so that would include psychiatrists (who prescribe medication) and therapists (for on-going talk therapy).
Therapists can be either psychologists (PhD or PsyD), social workers (LCSW, MSW) licensed mental health professional counselors (i.e., Licensed Marriage and Family Therapists (LMFT) or Licensed Professional Counselor (LPC).
For diagnosis and medication treatment, he should stat with a psychiatrists. The system described in Arizona can link him with one at low cost or sliding scale.
Here is a list of other private practice psychiatrists and nurse practitioners. The nurse practitioners prescribe medication AND do talk therapy. These providers would probably want to bill insurance or be paid out-of-pocket.
