Are you asking if you can use an independent report written by this psychiatrist or another clinician?
Most likely, you'd want a psychological test done or the test that the police dept is using as a part of the hiring process.
You would want to find out if the police dept (because it is at their discretion that they may decide to use an outside report) would accept this. Another thing to do is appeal their decision (some departments do have that as a part of the hiring process)
Another option may be to apply with a different police dept i.e. private one (some colleges/universities have a police dept) If hired w/ another one, you may be able to transfer eventually to the dept you're looking at the moment.
Please clarify if this is what you were inquiring about.
A psychologist can administer a test and write a report on your behalf. Whether it would be accepted by the department of your choice, would depend on their hiring policies and appeals process.
