Most likely these itchy bumps are not because of Lamotrigine and could be a type of skin infection since they start appearing and remained while you were not taking Lamotrigine.
In my view, you should consult a skin specialist as soon as possible because the condition may worsen further. Even if they are because of Lamotrigine (a remote possibility) you will be needing medications and skin specialist opinion, whether you should continue Lamotrigine or not.

For Bipolar type II, no doubt Lamotrigine is a very good choice but in case if you need to stop it, other good options could be to try Abilify (Aripiprazole) or Quetiapine (Seroquel) along with an antidepressant such as Wellbutrin (Bupropion) if needed for depressive symptoms not responding to Aripiprazole or Quetiapine.
For Borderline personality disorder the treatment is usually symptomatic and these two medicines I have mentioned above can also be useful.
If you have a GP, you should at least consult him for your skin problem if you can't see a skin specialist.
