It sounds like your almost 7 year-old grand-daughter exhibits mood swings at home. It is possible for children of her age to have Bipolar disorder. However, she may not have it; if she has Bipolar disorder, she also should have ADD/ADHD. She is able to pay attention to tasks at school. She is very smart.
I think her mood issue may have to do with her TEMPERAMENT or her RELATIONSHIP with her mom or her parents.
Perhaps, her temperament may not match her parents' disciplining style etc.
I would advise her parents to read the book The Temperament Perspective by Kristal to understand her temperament style, typical responses to situations, and how to discipline her.
If nothing works for her mood issue, weekly play therapy by a child psychotherapist may be an option for her.
