what causes people to repeat mostly last words in a sentence and grunt or hmmm? This person has somesort of mental illness leading to behavioral problems. Tells alot of made up jokes,and can change moods in a snap. Is somewhat normal 25% of the time.

Repeating the last words in a sentence is called echolalia, and is usually a symptom of a thought disorder. The disordered language reflects the disordered thought. You already said this person has some sort of mental illness, so this would fit. Echolalia can also be a sign of tourette's syndrome, and of some autism spectrum disorders. Tamara
