Having read your post, it appears that your grand-daughter is doing well in all areas except her social skills.
Below, I have listed some of the age and stage criteria regarded as normal for a 3 year old. You will note that good and prolonged interaction with other children is not (at 3 years of age) a well developed function. It may take time.
Often prefers one parent or grandparent (often the parent of the opposite sex)
Can follows simple directions and requests
Likes to help in the house
Can make simple choices between two things
Likes to be silly and make others laugh
Likes playing alone but is happy to be near other children, without necessarily interacting with them
Tries to get the attention of adults (and their approval), but this may only be with people she knows and trusts
Likes to play with other children for a short while , but still does not
share or co-operate well
Is happy just time watching and observing for quite long periods.
May carry out repetitive pleasurable actions many times, especially if it involves something physical, like riding a tricycle.
At this stage, I don’t think it would be of benefit to raise the issue with her parents. However, you should keep an eye on developments, and if her social skill do not begin to improve in say, 7 or 8 months (or if other worrisome issues arise) it might be time to express your concerns.
