As a child expert, I would say that this is child neglect. I would also back that up by mentioning that what this child's parent's are doing is punishable by law.
A 11 month old child needs constant supervision but also needs socialization - this is going to have a negative effect on this little girl - she is at the highest risk of developing not just separattion anxiety now, but abandonment issues later in life. She will develop anxiety as a child and depression and anxiety or panic disorder as a teen and adult.
It is cruel to force a child of this age to play alone until she cries.
I implore you to have the couage to call Social Services or get custody of this child. If this is the type of thing you KNOW about - I can't imagine what other suffering this child endures.
