Have you called and asked the Texas State licensing board? They are the governing body that can tell you better than anyone.

But... with that in mind, licensing boards usually don't concern themselves with expunged records - as you've completed whatever you were required to do. Disclose it if they ask about past issues - but it probably won't stop you from becoming licensed.
