Have an 07 Detroit Series 60 14L. Roughly 100k on an in-frame. Been struggling to get even 5mpg out of it lately. There is a fluttering coming from either the intake or exhaust (can't tell for sure which one) at 1/2 to 3/4 throttle and a secondary high pitch whistle over 3/4 throttle. Air cooler and whole charge system have been pressure tested. Turbo and vpod have been checked and passed inspection. EGR valve and Delta P sensor have been replaced. Sensors in intake manifold have been replaced. Injectors have been replaced again. No codes showing in ECM and everything appears to be functioning properly. Strangest thing is when the EGR valve failed all these problems went away and I was up to 6.8mpg even with the engine derated and under heavier loads.

I did find that the rod on the turbo actuator was slightly bent, possibly throwing off the calibration of it. But I am unsure whether that would cause this issue or not, as the shop said the turbo and actuator are functioning properly. I will have to wait until Friday to be able to continue diagnosing the problem. Open to suggestions until then.

Thanks for the update. If there are no leaks or restrictions in the fuel lines and fuel supply pressure is constant and in specs with no aeration, your boost pressure is good and no leaks in the intake piping or CAC, I would see if there is excessive carbon build up in the EGR system for potential plugging. Also check the proper operation/calibration of the turbo actuator and turbo and try re-calibration after repairing the damaged actuator and possible carboned VNT vanes. Let me know the results and if we need to dig deeper. We can follow up as needed.

Clogged EGR cooler was another thought of mine as well. But shop didn't have hang comments about it after replacing EGR valve. They are generally good at checking things over while making a repair like that. Will update this weekend

Ended up finding trace amounts of coolant in an oil analysis. Turned out to be an injector cup leaking a small amount of coolant into combustion camber, possibly affecting performance. That's warranty work. Also turbo vnt vanes were already failing and sticking as well. I should know more by Wednesday.
