Customer: i have a 1999 fl60 with a 5.9 cummins and I have the following codes.
JA: What's the make/model/year of your truck? Engine type?
Customer: pid 91 fmi 2, sid 233 fmi 3 ,sid 233 fmi 9
JA: Are you fixing your truck yourself? What have you tried so far?
Customer: it seems to loose power on hiway intermittently, wont start sometimes or is hard to start. fixing myself. have checked wiring connectors at engine position sensor and at ecm. cleaned and checked all batt connections, and ground strap from frame to engine.
JA: Anything else you want the truck mechanic to know before I connect you?
Customer: there is also pid 190 fmi 4. on scan tool it shows the throttle percentage accurately as well as engine speed.

No communications or invalid data transfer rate detected on datalink between the ECM and VP44 fuel pump control module at pins 4 and 13 of the engine harness.

When troubleshooting for this fault, suspect that one or a combination of the following can be the cause: The ECM, fuel pump, or wiring harness/fuses/relay. remove the vp44 harness from the fuel pump run a separate wire to the fuel pump pin 7 (on the pump)for 12 v power to the batt and run a ground to pin 6 to ground and if the engine starts than you have a electrical issue. If no start your pump is bad.the pic is for reference only ....don't apply power to the harness but to the pins IN THE PUMP

High voltage detected at main engine speed sensor voltage supply pin 8 of the engine harness.

The engine control module (ECM) will use the fuel pump speed signal as a backup. Possible white smoke, hard start, and power derate.

The engine speed sensor provides engine speed information to the electronic control module (ECM). The sensor must be powered up by +5 VDC to operate. The sensor generates its signals by sensing the movement of target teeth cast into a tone wheel that is mounted to the crankshaft. The tone wheel has 35 teeth and a gap where the 36th tooth would be placed. This missing tooth indicates that cylinder No. 1 (and No. 6) is at top dead center.see below

Fuel to the injectors disabled until the engine speed falls below the overspeed limit

The accelerator position sensor is attached to the accelerator pedal. The accelerator position sensor sends a signal to the electronic control module (ECM) when the driver pushes on the accelerator pedal. The accelerator position circuit contains three wires: a +5-VDC supply wire (pin 29), a return ground (pin 19), and a signal wire (pin 30).

High voltage detected at accelerator position signal pin 30 of the OEM harness.

Engine idles when idle validation switch indicates idle and ramps up to at a default set speed when the idle validation switch indicates off-idle.

This fault code will also cause a fuel derate. This could be the cause of a low-power complaint. Also, this fault code can cause starting problems in cold weather.See below

This fault is set when the fuel-metering solenoid valve is energized continuously or if current is detected at the fuel control solenoid while the pump incremental angle sensor detects the synchronization gap of the fuel pump tone wheel. Voltage irregularities and electrical noise can trigger Fault Code 361. Check for low battery voltage or loose pins (pins 6 and 7 of the pump harness connector)

The sid 233 fmi 3 and the sid 233 fmi 9 are inactive codes. The pid 91 fmi 2 and pid 190 fmi 2 are the only active codes, so I am checking harnass to tps and engine position sensor. Is the engine position sensor on the left side of block between 5 and 6 cyl approximately?
To answer you question on symptoms, the truck sometimes won't start without trying it several times over a period of 15 to 30 min. Also truck loses power intermittently going down the highway when ck engine lite comes on, when lite goes off it has normal power.

It would be the Throttle position sensor and is attached to the throttle pedal in the cab

I got harnass fixed going to engine position sensor. Code is inactive. Still have throttle position code and harnass seems to be good. When I moniter accelerator position on scanner it shows that ecm is seeing throttle percentage from zero to 100%

Thanks for the update. If the sensor and harness are good there could be a software related issue in the ECM requiring reflash, reprogramming and updating. Try recalibration: Key on, press the throttle pedal to the floor and back up 3 times slowly and then see if the problem resolves. If not try updating the ECM software. Let me know
