Hi Tim, My name is***** that the turbos spin freely engine off with the intake boots removed and spinning the turbo impellar by hand. Check for damage from debris, for oil and be sure no drag is felt and the compressor wheel ( impellar) doesnt contact the housing. If so the turbo is bad. If the turbo check okay, pressure test the charge air cooler and intake piping for leaks causing a loss of boost pressure. Let me know
