Customer: ac compressor is inop high and low pressure switches seem to be working

Customer: the blower cuts off after running for a couple mins then comes back on cycling every couple mins on 3 mins off 10 seconds circuit breaker is hot

the thermistors are located in the heater /Evaporator box

Yes that will cause a no Compressor clutch to kick in

as far as the circuit breaker kicking in and out , sounds like your blower motor is faulty

check that also while your in there
